Mass email not working

I am the admin for warof2worlds forum and we have been having some trouble, the mass email hasn't been working for several days now and I am getting this message at the bottom of the admin panel:

Unable to open connection to phpBB Server, reported error is:
Resource temporarily unavailable

Also, I requested a back up 2 days ago and no response yet.

The forum your requested a back up is not correct as far as I can tell, please pm me with the correct url. If you changed the mail settings for your board?
