I am trying to use this pic as an avatar but it would not load? Is it me or is this feature turned off?

Where are you trying to add that as an avatar? It looks like you don't have a workable URL for the image itself. And, you would not be adding a caption/title for the image (Me in Mexico..) if used as an avatar.
