Get listed it all of the major search engines. By default you will eventually be listed in the search engines by signing up for a forum. However you may get faster/better results by submitting them your selves because you will be able to specify your key words when submitting.
Get listed in dmoz.com. This is the largest internet directory and many other directories use the dmoz data. This will bring you a few hits depending on your subject but will also create dozens of incoming links which helps you get higher search engine rankings in some search engines.
Trade links for the same reason as above. Also it is important to link with sites with a similar focus.
Write content related to your subject that will attract users and put you higher in the search engines. Search engines work by finding sites that contain key words that were searched for. To rank the sites most search engines use a formula that determines the quality of that page for that key word based on quality incoming links and number of times the key words are used.
Post on a similar forum with a link to your site in your signature. Be careful not to do anything that could be considered spam.
Allow guests to read your forum. If you have your forums set so that you have to be a member to read the search engines can only list the pages that guests can view.
Most of all be patient. It takes a while to build a community but as long as there is enough interest in your subject of choice and there is not already a large community already established for that exact niche they will come.
