I explained why not. Was my explanation not clear?

Phpbb does not come with a quick reply box by default. If I added it to your forum it have to be a mod. Every time phpbb had an update that affected that mod I would have to reinstall it for every theme currently 40+ times. Also everybody else would have to have a quick reply on their forums weather they wanted it or not. Just because you want it does not mean everybody else does.
